PROBLEM TO BE SOLVED: To easily form a phosphor layer with a wide angle of visibility and a high luminance which is extended to the bottom part and side surface upper part to a bulkhead by applying a phosphor paste on a glass base having an electrode layer and an isolating layer followed by drying, and exposing it with non-parallel light. SOLUTION: In this method, an exposure is performed with a non-parallel light as shown by an arrow. A photo mask 4b is placed on a glass base 3b to which a phosphor paste is applied, and the non-parallel light is radiated hereto as shown by the arrow. Even when the photo mask 4b set narrower than the space between bulkheads 1b considering the forming precision and alignment precision of the bulkheads 1b is used, the bulkhead 1b side surfaces can be photo-cured up to the upper parts thereof. Therefore, a phosphor layer 2b can be formed extending to the side surface upper parts of the bulkheads 1b, and the side surface applicability can be improved. The non-parallel light is defined in the comparison with parallel light, wherein the angle between the parallel light flux and the optical axis from a concave mirror is±1 deg. or more when the light emitted from a light source is radiated to the substrate surface.
