An assembly and method are provided to moderate the output from an airbag inflator (12) by means of a compliance chamber pressure vessel (36) formed about the gas exit area (30) of the inflator. The compliance chamber (40) has an exit area comprising holes (60) through which the maximum gaseous mass flow rate is no more than 300% of the average. During the first 10 milliseconds after the inflator begins exhausting gas, the total mass flow through the exit area is at least 20% less than the total mass flow through that area.
