PROBLEM TO BE SOLVED: To provide a regenerating method for a printing base in which printed sections formed on the surface of the printing base are decolored easily in a short time and also provide a recycling method for the printing base in which printing is carried out on the printing base and printed sections are decolored at the required time after using a printed matter to bring the same into the state of being ready for the reuse as a printing base. SOLUTION: In a regenerating method for a printing base, ultraviolet rays are emitted on a printed matter for which coloring materials of printing sections are formed of only dyes being decolored by emitting ultraviolet rays, and in a recycling method for the printing base, a jet ink composition containing coloring materials and a solvent formed of only dyes to be decolored by emitting ultraviolet rays is used for printing on the printing base and ultraviolet rays are emitted after a printing matter is used to decolor printed sections and provide the state of being ready for reuse as a printing base.
