Novel quinolonecarboxylic acid derivatives useful as antimicrobials. Quinolonecarboxylic acid derivatives represented by general formula (1) or salts thereof exhibit potent antimicrobial effects on gram-positive and gram-negative bacteria, in particular, MRSA and have high safety, which makes them useful as remedies for various infectious diseases. In said formula (1), Z represents (a); and each symbol has the meaning as defined in the specification.
