PROBLEM TO BE SOLVED: To provide a chain controller capable of dealing with the various kinds of chain abnormality in ATM chain cells composed of the prescribed number of copy cells especially concerning ATM communication equipment. SOLUTION: This controller is composed of a cell header separating part 1 for separating the header part of an input cell and extracting the flag information of a leading cell, chain leading flag identification part 2 for identifying the leading cell of the ATM chain cell from the flag information of the leading cell, header exchange table part 11 composed of the header exchange data and chain control data of the ATM chain cell, chain end flag identification part 3 for identifying the flag information of chain end from the chain control data, and chain number lack discrimination part 4 for discriminating the lack of the number of chains when the leading cell is detected by the chain leading flag identification part 3 and the end of chain is not recognized by the chain end flag identification part.
