PROBLEM TO BE SOLVED: To enable a manager to control access by independently generating access control information for each user based on the disclosed information of the users in compliance with user' requests. SOLUTION: C=duE .mod.nm and a modulus nm are inputted to an information inputting section 103 as the information on a user. The inputted C and nm are sent to a user secret information generating section 104 and the section 104 generates the secret information du of the user by decoding the C and nm to du=CDm .mod.nm by using the secret-key releasing key Dm of a manager stored in an internal information storing section 110. An access control information control section 106 generates access control information 109 (δus-Ds-du) from the secret information of the user and information 102 on resources. The user utilizes contents by using the access control information.
