PROBLEM TO BE SOLVED: To execute coding for moving image data with high efficiency on request. SOLUTION: A CR- TABLE- SELECT detector 2 selects a CR code table used by a CR coder 6. An MB selector 3 divides a stored VOP into a prescribed MB, and an MB reduction device 5 applies optimum reduction processing to each MB and provides an output of the CR in use to a CR coder 6. The CR coder 6 encodes the CR sent from the MB reduction device into a VLC by using any of CR code tables 1-3 selected by the CR- TABLE- SELECT detector 2. A reduced MB coder 8 encodes the stored reduced MB by using the image spatial correlation and timewise correlation.
