PROBLEM TO BE SOLVED: To read an image picked up by a solid-state image pickup element in a high resolution system by means of a camera section based on a clock signal of the NTSC or PAL system and to integrate the above components into one system. SOLUTION: An image picked up by a CCD solid-state image pickup element 1 in a high resolution system i s read by a camera section 2. Then the camera section 2 is driven by using a clock generator 3 used for, e.g. the NTSC or PAL system video signal. In the case that the frequency of the clock signal is, e.g. 13.5 kHz for the NTSC system, 1576×286 pixels including spaces are extracted. Then 1024×266 valid pixels in the image signal read by the camera section 2 are stored in a DRAM 4 and the image signal stored in the DRAM 4 is processed by a video circuit 5 driven by the clock enerator 3 and converted into 720×480 valid pixels and the signal is extracted at a rate of 858×525×29.97 including invalid components.
