The anchoring device has a hollow cylinder (2) with a wall (20) interconnecting top and bottom ends of the cylinder, and hook arms (28) pivoted to the cylindrical wall. Each hook arm has a lower end which is extendible outward to an operative position. A biasing unit (283) retracts inward the lower hook ends (282) and a shaft (3) extends coaxially through the top end of the hollow cylinder and is movable relative to the hollow cylinder between a topmost and a bottommost position. A cam mechanism (32) is connected to the shaft and a driven drum (5), journalled on the shaft, has circumferentially spaced and radially projecting push members (52) formed on its lower end, adjacent the hook arms, to push the hook arms out against the biasing unit. The driven drum is rotatable by the cam mechanism upon axial movement of the shaft to index the push members relative to the hook arms. In use, the shaft top end connects to a hoisting machine hook and the shaft is moved to the topmost position.
