PROBLEM TO BE SOLVED: To obtain a wrapping paper for a tobacco filter, readily decomposable by actions of light in a natural environment and removable from a filter material in a short period. SOLUTION: This wrapping paper for a tobacco filter has a formed paper structure composed of cellulosic fibers and contains anatase type titanium oxide having characteristics of (1) >=30 m<2> /g specific surface area, (2) 0.001-0.07μm primary particle diameter or (3) >=30 m<2> /g specific surface area and 0.001-0.07μm primary particle diameter. The surface of the titanium oxide may be treated with a phosphorus compound such as a phosphate, a polyhydric alcohol, an amino acid, etc., in order to enhance the photodecomposability and dispersibility. A filter material is rolled in the wrapping paper for the tobacco filter and molded into a rodlike shape to thereby afford the tobacco filter excellent in disintegrating properties in a natural environment.
