A system monitors and controls utilities at a site to mitigate hazards during di saster or other emergency situations. Devices for controlling the interface between the utilities and the site are centrally monitored and controlled so that systemic relationships can be observed and resp onded to. Additional sensors and devices within the site provide further opportunities to observe and respond to situations.
