The procedure, e.g. for applying protective thermoplastic sleeves of hard polyethylene to tensioned cables or stays of a suspension bridge, consists of cutting a lengthwise slit in the sleeve, opening it out with an expander (18, 23), fitting it over the cable or stay and welding the edges of the slit together. The sleeve can be expanded and applied in a continuous length or in sections, and the slit can be made along the lengthwise axis of the sleeve at an angle. The expander comprises a frame (18) with adjustable traction elements (22) in the form of threaded rods (21, 21') with hooks (23, 23') to grip the edges of the slit and wing-nuts (24, 24') to adjust the gap. In a variant the frame can go inside the sleeve and expand it with rollers. Reduces deterioration of cables or stays from mechanical or chemical influences and makes for less wind resistance.
