PROBLEM TO BE SOLVED: To provide a monitor controller which has a transmission device of doubled constitution which is superior in reliability and maintainability. SOLUTION: The 1st switching means 7 switches connections so as to enable only the 1st transmitting means 5a of an in-normal-service transmission device 1a to send data to a host device and the 2nd switching means 9 switches connections so as to enable the 1st transmitting means 5b of a stand-by system transmission device 1b to transmit state data on the stand-by system to the 2nd transmitting means 6a of the in-normal-service transmission device 1a. A modulation and demodulation part 8 demodulates and inputs data from the host device to the transmission device 1 and also modulates and transmits data from the transmission device 1 to the host device.
