PROBLEM TO BE SOLVED: To conduct hierarchical coding at a high speed with a small sized device. SOLUTION: An arithmetic unit 2 sums pixels h00-h03 of a 1st layer, an arithmetic unit 3 divides the sum into 1/4 to obtain a mean value m0, which is used for a pixel for a 2nd layer. Pixels m1-m3 of the 2nd layer are obtained respectively in a similar way from other pixels h10-h13, h20-h23, and h303-h33 of the 1st layer. Furthermore, an arithmetic unit 4 sums pixels m0-m3 of the 2nd layer, an arithmetic unit 5 divides the sum into 1/4 to obtain a mean value (q), which is used for a pixel for a 3rd layer. Then a memory 1 stores the pixels h00-h02, h10-h12, and h20-h32 of the 1st layer, the pixels m0-m2 of the 2nd layer and the pixel (q) of the 3rd layer. In this case, the memory 1 and the arithmetic units 2-5 are configured on one-chip. |
