PROBLEM TO BE SOLVED: To warm up a room comfortably even when the outer air temperature is very low by suppressing cold draft phenomenon. SOLUTION: The wall surface warming apparatus comprises a wall surface side panel part 1, an indoor side panel part 2, and a side plate 4 arranged tubularly to have a gap 5 and a planar heating element is arranged at each panel part 1, 2. Consequently, the air in the gap 5 is warmed up to produce a warm updraft. The updraft diffuses the cold air in the vicinity of a window to suppress the generation of cold draft phenomenon.
