PROBLEM TO BE SOLVED: To fasten a bolt while grasping the fastening force to a required fastening force by providing a means for detecting the elongation of the bolt extended and contracted according to fastening force in a steam turbine having a plurality of bolts. SOLUTION: When the upper flange 100 and lower flange 102 of a casing or valve chamber in a steam turbine are fastened by a bolt 80 and nuts 60, 62, a hole is formed through the centers of the bolt 80 and the nut 60, and a measuring pin 40 is mounted therein. A measuring ring 120 integrated with a sensor holder 122 is brought into contact with a bolt end B by the nut 60 trough a presser spring 160. When a torque is given to the bolt 80 and the nuts 60, 62 in this state to fasten the flanges 100, 102, the bolt 80 is extended, and a bolt end A is displaced byΔ1 on the basis of the bolt end B. The measuring pin 40 follows the displacementΔ1 of the bolt end A on the basis of the bolt end B. Thus, the elongationΔ1 of the bolt 80 can be detected as the relative displacementΔ1 between a measuring seat 42 which is one end of the measuring pin 40 and a sensor 20.
