PROBLEM TO BE SOLVED: To equally arrange the number of communication channels installed to radio base stations and to effectively utilize a frequency by selecting the radio base station, where the using rate, of the communication channels is lowest from the radio base stations which are communication enabled and starting a communication operation, in the case that a mobile station originates a call. SOLUTION: This mobile station 6 receives a control channel emitted from radio base stations 1-5. The electric field strength of the radio base stations 1-5 received by the mobile station 6 is defined as 8, 25, 22, 20 and 14 dB μV. At this time, when the value of an electric field which communication enabled is set above 15 dB μV, the radio base stations 2, 3 and 4 become candidate station for enabled communication. The mobile station 6 receives the using rate of the communication channel through the control channel, and when the communication channel using rate of the radio base station 3 is lowest among the candidate stations at the time, the mobile station 6 uses the control channel of the radio base station 3 and initiates a calling operation. |
