A composition for use in removing paint from painted surfaces comprises an aqueous mixture of at least one alkoxyether solvent, a 1-6 C alcohol, at least one nitrogen containing surfactant compound selected from (i) compounds having general formula (I) wherein R<1> is H or group of formula (X) where R<3> is a straight or branched chain 6-22 C alkyl or alkenyl group; R<2> is H, or methyl or ethyl; w is 1 or 2; and Q<1> is -COOM<1> or -SO3M<1>, in which M<1> is an alkali metal cation or an optionally substituted ammonium group; (ii) compounds having general formula (II) wherein R<4> is H or -(CH2CH2O)z-H; R<5> is a straight or branched chain 6-22 alkyl or alkenyl group; m is 0 or 1; and each of x, y and z is an integer wherein the total number of (CH2CH2O) groups is in the range of from 2 to 50; (iii) an imidazoline compound of formula (III) wherein R is a straight or branched chain 7 to 18 C alkyl group and x is a number from 2 to 10; (iv) a compound of formula (IV) in which R is a straight or branched chain 7-18 C alkyl group; R<1> is -CH2CH2OH or -(CH2)-xCOONa, where x is 1 or 2, R<2> is -(CH2)-yCOONa, where y is 1 or 2; and R<3> is H or -CH2CH2OH; and (v) an alkyl betaine of the formula (V) R-N<+>(CH3)2CH2COO<-> wherein R is a straight or branched chain 7 to 18 C alkyl group and (D) a compound having the general formula (VI) RZ(QO)nH wherein R is a straight or branched chain 6-22 C alkyl or alkenyl or an alkylphenyl group; Z is O or NH; Q is -(CH2)2- or -(CH2)3- or a combination thereof; n is such that the Hydrophilic Lipophilic Balance (HLB) of the molecule will be 7.3 to 15.0. The composition penetrates and softens emulsion, vinyl silk, and gloss paints, varnishes, flecked paint, interior textured paint and oil-based red lead paint such that their residues can be easily removed from the surface treated.
