PROBLEM TO BE SOLVED: To display necessary information on communication time with an operation, which is easy for an operator to understand and gives no burden on the operator, by providing a control means executing display showing a function for displaying a communication time on a display means in response to the rotating operation of a rotation operating means. SOLUTION: A rotary knob 8 in a shape covering a speaker 4 is supported by plural supporting rollers erected at an appliance main body in the state of being freely rotatable to abut a rotation detecting roller successively providing a rotary encoder detecting rotation on the inner wall side of the knob 8. A control means displaying the value of the communication time on the display means in response to the rotating operation of the rotary knob is provided to display a speaking time. In addition it is desirable to provide a controller for setting for alarming every prescribed time during speaking. In addition, deciding a functional selection is used together by a depressing means.
