PROBLEM TO BE SOLVED: To provide an inexpensive connectionless communication equipment which can use asynchronous transfer mode(ATM) cross connection and an ATM switch as they are and which does not require a large routing table. SOLUTION: An input interface(IF) part 101 exchanges virtual path identifier VPI and VCI of an inputted ATM cell with VPI (input side) in the device and VCI in the device. VPI (input side) in the device shows an output I part 103 corresponding to a destination and output VPI which is to be added there. A VP cross connection part 102 distributes the cells in accordance with VPI (input side) in the device and exchanges them with VPI (output side) in the device. VPI (output side) in the device shows the input IF part of a transfer source and VPI to be added. The output IF part 103 exchanges output VPI based on VPI (output side) in the device and exchanges VCI in the device with output VCI and outputs them to an outer part.
