PROBLEM TO BE SOLVED: To prevent the generation of disconnection of a call or the deterioration of communication quality by dropping the BTS whose pilot signal is weakest and activating the BTS whose pilot signal is strongest from an inactivated BTS and the dropped BTS. SOLUTION: When a pilot signal is larger than a prescribed value, and the pilot signal of an inactivated BTS is larger than a value obtained by adding a specific value to the strength of the pilot signal of BTS whose pilot signal is weakest among BTS in an activated state, the BTS whose pilot signal is weakest is dropped (S1-S4). Also, the BTS whose pilot signal is strongest is activated from the inactivated BTS and the dropped BTS (S5-S7). Thus, the optimal hand-off condition is maintained by selecting and adding the BTS whose pilot signal is strongest in an area in which cells are overlapped in such soft swap hand-off. |
