PROBLEM TO BE SOLVED: To provide image encoding method and device, a recording medium and an image transmission method capable of allocating a rate more than a normal processing at the time of rate distribution calculation and improving the image quality of fade-in/fade-out points. SOLUTION: A bit distribution calculation processing part 22 detects sections where brightness and darkness change through a dark part, fade-in/fade-out sections for instance, from the level and time change amount of the intra-frame average luminance of a video material by the control of an MPEG encoder controller 23, corrects encoding difficulty by multiplying a weighting coefficient to the value of the encoding difficulty for indicating the difficulty of the images of the sections and allocates the entire bit rate corresponding to the corrected encoding difficulty. |
