PROBLEM TO BE SOLVED: To transmit information intrinsic to the reception terminal to the respective reception terminals with an interval more than prescribed time. SOLUTION: To the header 60 of inputted respective EMM (ciphered contract information), a terminal ID intrinsic to the reception terminal is written. Also, to the header list 62 of respective segment files 70-1 to 70-N, the information of the header of the EMM written inside the file is written. Whether or not the same terminal ID as the terminal ID of the inputted EMM is included in the header list 62 of the segment file instructed by a write pointer 65 is judged. When the same ID is not included, the EMM is written inside the segment file. On the other hand, when the same ID is included, the write pointer 65 is updated. The EMM inside the segment file instructed by a read pointer 64 is simultaneously read. The read pointer 64 is updated after the lapse of fixed time. |
