PROBLEM TO BE SOLVED: To decrease the total number of bar code seals used for all application documents and to reduce the cost. SOLUTION: A reception input terminal 3 reads out a bar code seal number stuck previously on a file by a bar code reader 7a, generates a reception number from the read bar code number and the date, and registers it in a data base on a storage device 1a of a server 1, an examination result is inputted from an examination input terminal 4 by using the registered acceptance number as a key, and a certificate print terminal 6 prints a certificate according to the examination result by using a certificate printer 6; and application data are managed in the data base(DB) in the storage device 1a even after the certificate is issued, and application documents are taken out of the file on which the bar code seal is stuck and stored in another place for reuse.
