SOLUTION: A dynamo-electric machine is connected to an internal combustion engine, the dynamo-electric machine is feedback-controlled in accordance with a rotational state detection value Ne and its command value Ne*, a driving command value Tr* is computed, average load torque of the internal combustion engine is computed from the rotational state detection value, the driving command value Tr* is corrected in accordance with this average load torque, and the dynamo-electric machine 8 is driven in accordance with a driving command value Tr1*. Consequently, it is possible to reduce rotational fluctuation by load fluctuation of the internal combustion engine 1 down to a level to which it is hard to restrain only by feedback control in an extensive rotational state of the internal combustion engine 1. Adjustment of a control system is also facilitated.
