PROBLEM TO BE SOLVED: To prevent danger previously against malicious swinging by reducing intentional swinging of a car step by step and to prevent a lock-in failure by reducing a car speed while using a rated speed as a reference. SOLUTION: In the subject device, a speed command signal for a car 16 is outputted from a speed command unit 26, a car speed including a stop of the car 16 is detected by means of a speed detector 19, and on the basis of the detection signal from the speed detector 19, intentional continuous vertical swinging of the car 16 is detected by means of a car swinging detection unit 24. A PWM control circuit 28 gradually controls a hoisting motor 13 for lifting/ lowering the car 16, so that the car speed is reduced on the basis of the output signals from the speed command unit 26 and the car swinging detection unit 24 if the car swinging is larger than a specified value, the car swinging is canceled if the car swinging is not reduced, and then, the car speed is reduced below the rated speed by the predetermined value if the car swinging is not canceled. |
