PROBLEM TO BE SOLVED: To execute ink ejection by a low driving voltage and to achieve a stable operation without generating spark discharge. SOLUTION: This device comprises at least an electric charge supply source 10, a source electrode 2, ink, an ink chamber 7, an ink ejection nozzle 6 and an opposing electrode 8. The ink ejection nozzle 6 is equipped with at least one ink level controlling body 11 so that it is possible to reduce a voltage for ejecting ink to a range of 1.0×1.06-2.0×106 V/m and to reduce a problem about the power supply load.
