PROBLEM TO BE SOLVED: To enable further non-poluting treatment and to decrease the amt. of produced wastes by heating a waste containing chlorine with heating medium particles to thermally decompose and dechlorinate the waste, washing the solid separated from the thermally decomposed gas with water, and gasifying or combusting the solid in a gasification furnace. SOLUTION: A waste containing chlorine such as polyvinyl chloride is supplied through a hopper to a thermal decomposing furnace 2, while heating medium particles such as sand are supplied at a high temp. to the thermal decomposing furnace 2. The waste and the heating medium particles are mixed in the thermal decomposing furnace 2 and heated. The heated waste starts thermal decomposition and the thermal decomposition gas essentially comprising hydrochloride is sent to an absorption reaction tower 23 for the gas. A residual solid produced by softening or melting of the waste in the thermal decomposing furnace 2, and the heating medium particles are supplied to a cleaning tank 4. The solid material and the heating medium particles after cleaning are supplied to a fluidized bed type combustion furnace 9 which forms a fluidizing bed. The exhaust gas after combustion is further passed through a waste heat recovering boiler 13 and then discharged. |
