PROBLEM TO BE SOLVED: To prevent image quality deterioration and to limit the total coded amount of an entire image to a fixed value by setting a target coded amount of other frames with inter-frame difference from a 1st frame of the N-th frame as an index. SOLUTION: A differential image generating part 201 generates a predictive image, performs a differential operation between the predictive image and an input image and outputs a differential image. A unit dividing part 202 outputs the unit information in accordance with the picture type of the differential image, and an activity calculating part 203 performs an activity operation of the differential signal and outputs a frame activity and further a unit activity from the unit information. A target coded amount decision part 205 outputs a target coded amount for an encoded frame according to each activity of an inputted frame, a unit, mean unit and an allocated coded amount. An encoding part 206 encodes the differential image with the target coded amount and outputs encoded data.
