The axle (1) is basically cylindrical in shape and made from circular middle (3) and end (4) discs, connected by curved lengthwise strips (2). The outer faces of the two end discs (4) have projecting tongues (7) which engage with guide grooves in the end walls of the roll holder to prevent the axle from turning while the roll rotates to dispense the sheet material. The axle is moulded in one piece from a plastics, e.g. PVC, which combines suppleness and rigidity and is resistant to deformation. Its lengthwise strips bulge outwards to engage with the inner surface of the roll to act as a brake while the end of the sheet material is pulled.
