PROBLEM TO BE SOLVED: To simply and efficiently execute link mapping operation between plural elements to be used at the time of conversion between a reference format and a local format. SOLUTION: A relative information setting part 34 allocates the same relative code to relative elements in a reference message to show relationship and a mapping processing part 32 displays a reference message 50 and a local message 52 on the same screen in parallel, defines link relation with a local element on the screen by referring to the relative code applied to the reference and prepares a conversion table 28 to be used for document format conversion on a conversion part. When a reference element and a local element are selected and linked with each other, a link line 66 is displayed.
