PROBLEM TO BE SOLVED: To automatically return and distribute a baggage carrier by returning the baggage carrier from the terminal position to the service position using a conveyor in the longitudinal direction, a conveyor in the horizontal direction, and a transfer device between the conveyors. SOLUTION: In a returning device of a baggage carrier 12, a lift 10 for the baggage carrier moves the baggage carrier 12 in the longitudinal direction, and loaded on a carrier 18 on a center conveyor device 20 at a transfer station 16. The center conveyor device 20 carries the carrier 18 holding the baggage carrier 12 in the horizontal direction. A carrier lift 30 moves the carrier 18 in the longitudinal direction. The carrier 18 waits in the storage area through a circulation conveyor and a branch conveyor of the of the center conveyor device 20. When a command to request the baggage carrier 12 is given, the carrier 18 is moved to the requested place, and distributes the baggage carrier 12 to the prescribed baggage carrier holder. The empty carrier 18 is moved in the center conveyor device 20, and waits in a condition to receive the baggage carrier 12 at the commanded transfer station 16.
