PROBLEM TO BE SOLVED: To shorten the period of time required to bring a treating operation into a normal treating condition after starting the operation and enhance the biological decomposition of organic materials by a method wherein water containing organic materials is subjected to a high-voltage pulse discharge and alkali is added to the treated water to adjust pH to a specific value and the water is then subjected to an aerobic or anaerobic biological treatment. SOLUTION: Water to be treated 11 is introduced into a high-voltage pulse discharge tank 1 and subjected to a high-voltage discharge treatment by effecting a pulse discharge between a negative electrode (cathode) 14 and a positive electrode (anode) 15 by means of a high-voltage pulse discharge device 13 with a high-voltage power source device 12. The treated water 16 is fed into a neutralizing tank 2, where alkali 17 is added to the water to adjust pH to 6-8, following which the treated water 18 is introduced into an aeration tank 3 and mixed with return sludge 21 and activated sludge in the tank 3 to effect an aerobic biological treatment by diffusing air from an air diffuser 22. Thus the organic materials in the water 18 are easily decomposed by a biological oxidizing reaction. |
