PROBLEM TO BE SOLVED: To provide an old paper cushioning raw material in which the stack can be obtained at an extremely low cost, the cushioning material can be easily formed, and no large storage space is required, the cushioning material which is formed of the cushioning raw material and excellent in cushioning property, and an inexpensive forming method of the cushioning material. SOLUTION: A plurality of old papers are laminated, and a large number of perforations 2 are formed parallel to each other at the prescribed pitch so that the adjacent slits are staggered over the whole surface to form the old paper cushioning raw material 1b. The cushioning raw material 1b is rounded along the direction of the perforation to form a cylindrical body 3, the end edge of the rounding end of the cushioning raw material 1b is adhered with the adhesive, and extended in the direction orthogonal to the perforation 2 before the adhesive is hardened, a space between slits 2a is expanded in a diamond shape, and the cushioning raw material is kept in the extended manner through hardening of the adhesive to make a cushioning material 4. |
