An electronic purse in the form of a smart card (10) is usable to pre-pay for utility usage. The smart card (10) has a user purse (12) and a billing purse (14, 16). On insertion into a utility meter (20), value is deducted (18) from the user purse (12) and added to the billing purse (14, 16). The billing purse (14, 16) belongs to, and is accessible to, the utility. When the electronic purse is re-charged at a re-charging terminal (22), the value is deducted (28) from the billing purse (14, 16) and electronically transferred to a account of the utility. |
