This invention provides a process and apparatus for forming PTFE sheets continuously and efficiently by compressing polytetrafluoroethylene (PTFE) powder provided with lubricity by a lubricant to be a sheet (110), and by sandwiching and rolling the sheet in the gap between a pair of strip-like belts that run while keeping their surfaces opposed to each other in which the gap at the exit side is narrower than at the entrance side (120). This invention also provides an apparatus for granulating and kneading PTFE powder provided with lubricity by a lubricant by pressing and rubbing between the surfaces of at least one pair of resin belts (4,7). For this purpose, the lubricant-containing PTFE powder is sandwiched in the gap formed between the opposed surfaces of the belts, the belts runs at the different speeds, at least one of the belts is vibrated in the transverse direction, and as a result, the powder to be granulated-kneaded is conveyed obliquely to the belts' running direction. <IMAGE>
