PROBLEM TO BE SOLVED: To reduce traffic for calling a mobile station from a base station without narrowing a position registration area by predicting the probability of the presence of the mobile station for the plural base stations inside the position registration area and calling the mobile station from one of the plural base stations based on the presence probability of the mobile station when a call is originated to the mobile station. SOLUTION: In a switchboard 1 to which the position of the mobile station 4 is registered, a call origination and termination condition management table for the mobile station 4 is prepared. In the call origination and termination condition management table, an item below the column of a registered call origination and termination base station name indicates a history for the mobile station 4 to the position registration area 2 and indicates the information of call origination and call termination responses when the mobile station 4 is registered to the position registration area 2 before this time. Then, call origination signals are sent out to the base station (base station 23, for instance) for which the call origination and termination frequency order of the call origination and termination condition management table is first and the base station 23 which receives the call termination signals calls the mobile station 4 by transmitting calling signals. |
