The apparatus consists of an airbag attachment seat on whose outer side a torsional deformation section (10) is formed in a front spoke core (5). A first bending deformation section (16) is provided at the outer side of the airbag attachment seat, in a rear spoke core (12). A second bending deformation section (17) is provided in the rear spoke core, at the inner side of the airbag attachment seat. The flextural rigidity of the first bending deformation section is set lower than that of the second bending deformation section. A plastic made lower cover (22) with a bottom wall (23) and a peripheral wall (26) is provided at the rear side of the airbag attachment seat. The upper edge vicinity of the peripheral wall of the lower cover, is attached to the outer section (14) of the rear spoke core.
