PROBLEM TO BE SOLVED: To provide an optical information recording and reproducing device capable of protecting the copyright of a software of the like by erasing a recorded content while reproducing the recorded information of a software or the like at the time of reproducing the information of the software whose period using or the like has passed. SOLUTION: In an optical information recording and reproducing device performing the recording and reproducing of information including information for reproduction management with respect to rewritable optical recording medium D, this device is constituted so as to be provided with an optical pickup 7 selectively outputting a first laser beam having a power capable of reproducing information recorded on the optical recording medium D without erasing the information and a second laser beam having a power capable of erasing the information recorded no the medium D while reproducing the information. Thus, this device erases the recorded content of the information recorded on the medium while reproducing the information at a necessary time.
