PROBLEM TO BE SOLVED: To provide a high capacity alkaline storage battery in which an active material is efficiently filled from the surface into the interior of a substrate by increasing porosity stepwise from a conductive core material side toward the surface side in a sintered nickel substrate for filling an active material of at least one of a positive electrode and a negative electrode. SOLUTION: Slurry whose main component is nickel powder is applied to both surface of a porous conductive core material 4 arranged in the center, and dried to form a first layer. Slurry prepared by mixing nickel powder with 4-6 wt.% organic hollow globes having a particle size of 40-60μm, based on the weight of the nickel powder is applied to the first layer, and dried to form a second layer. Slurry prepared by mixing nickel powder with 9-11 wt.% organic hollow globes having a particle size of 70-90μm, based on the weight of the nickel powder is applied to the second layer, and dried to form a third layer. They are sintered to burn out the organic hollow globes, and the first layer 6 having a porosity of 80%, the second layer 7 having a porosity of 85%, and the third layer 8 having a porosity of 90% are formed.
