PROBLEM TO BE SOLVED: To rapidly collect dust generated during works from a housing and prevent a blade from heating to obtain an efficient cutting and a favorable execution, in a cutting and grooving device of a road face. SOLUTION: The rotary direction of a blade 2 covered with a housing 3 provided in a device body 1, is set to scrape up the road face layer against the advancing direction and air is supplied with a pressure to flow along both faces of the blade 2 into the housing 3. An air suction means is provided to suck air from the downstream. In this way, air including dust can be collected without discharging from the housing to the outside.
