摘要 PROBLEM TO BE SOLVED: To provide a moving image encoding and decoding device which more efficiently performs motion compensation inter-frame prediction that is performed in each processing unit area and its encoding processing and uses a prediction system that does not produce predictive deviation which occurs according to how to take a processing unit area. SOLUTION: Each predicting part 1 to n (32a to 32n) generates a predictive image in each processing unit area that is set on an image by using a prediction system that is different from a motion vector and a reference image which are searched by a motion vector searching part 31 from the reference image and an input image which are inputted from a frame memory part 16. An area prediction deciding part 33 calculates the difference between predictive images 1 to n and the input image and outputs the predictive image and motion vector whose error become minimum in each unit area, area information and predictive mode information together with the predictive image to a predictive area integration deciding part 34. The part 34 decides whether adjacent unit areas can be integrated from the motion vector, the area information and the predictive mode information and adds area integration information as one of prediction side information.
