摘要 <p>PROBLEM TO BE SOLVED: To permit an earth station to highly reliably and precisely collect information in accordance with a protocol between a packet and the reception part of a satellite mounting module with a short burst and the prescribed packet by permitting at least one link to operate in a time divisional multiplex connection(TDMA) mode. SOLUTION: When a prescribed link is reconstituted from a continuous operation mode to a TDMA mode, earth broadcasting stations 1a-1n executing transmission by the link increase an instantaneous flow rate outputted from modulators 6a-6n by a fixed ratio even if the operation speed of the continuous mode of the link is in any case. The selection of the fixed ratio sets the number of clock frequencies at minimum. The separation of the center frequencies of the broadcasting stations 1a-1n is selected to become large by considering specified enlargement occurring from the increase of the flow rate. The increase is used for controlling protection time between the bursts from the different stations and controlling the transmission of a period preamble in the start of the respective bursts in next frame structure.</p>
