PROBLEM TO BE SOLVED: To provide a plasma display panel capable of ensuring brightness, enhancing contrast, and having good contrast ratio in high brightness. SOLUTION: The surface of a phosphor particle 41 for constituting a phosphor layer is coated with pigment particles 43 of the same family color as the luminescent color of the phosphor particle 41 at intervals 44 through which ultraviolet rays can be passed, and an average interval (d) between the pigments 43 is set 300 nm or less. Or, a metal oxide 52 of the same family color as the luminescent color of a phosphor particle 51 is produced on the surface of a phosphor particle 51 by hydrolysis reaction of an organic metal compound, and the surface is insularly coated with oxides 52 at intervals through which ultraviolet rays can be passed, and an average interval 53 between the insular metal oxides 52 is set 300 nm or less.
