摘要 <p>PROBLEM TO BE SOLVED: To determine earth crust activity region by comparing the observation data of receivers at individual observation points. SOLUTION: In observation objective regions, a plurality of crust activity monitoring devices 5-1 to 5-n receiving electromagnetic waves are distributed and a crust activity monitoring device 6 for comparison is placed at a certain proper region remote from the observation objective regions. Each of the crust activity monitoring devices 5-1 to 5-n and 6 connect to a monitoring center 8 via a public lines 7 and have the same structure. For example, the crust activity monitoring device 5-1 , as various sensor groups 9, is provided with electromagnetic wave sensor 10, an electric field observer 11 and an earthquake meter 12. The output signals of these sensors are input in a data processing and accumulating device 13 which processes for data accumulation and anomaly detection and forwards the processed results data to a computer 14. The computer 14 analyzes for processing such as comparison among data from other crust activity monitoring devices and past observation data and then locates seismic source regions and predicts the magnitudes and occurrence dates of earthquakes.</p>
