PROBLEM TO BE SOLVED: To provide an earth-quake resistant refractory steel requiring no refractory coating. SOLUTION: This steel has a steel composition which contains, by weight ratio, 0.01-0.07% C, 0.05-0.5% Si, 0.8-1.5% Mn, 0.5-1% Mo, 0.01-<0.05% Nb, 0.02-0.1% V, and the balance Fe with inevitable impurities and in which the value of the MC carbide precipitation parameter represented by respective contents of C, Mo, Nb, and V, MCP=(Mo/12+Nb/18+V/20)-C, satisfies MCP>=0. Further, the fraction of ferrite and the average ferrite crystalline grain size are regulated to >=0.8 and <=20μm, respectively.
