PROBLEM TO BE SOLVED: To easily and visually grasp the situations of service areas of a base stations by selecting a prescribed number of base station ID in the order of larger center value, which are decided for each prescribed moved distance and showing the center value of selected ID on a two-dimensional graph of the same center value and same distance in different types of lines. SOLUTION: A receiving demodulation part 11 demodulates received radio waves, and an ID detection part 12 detects the base station identification information(ID) on each received channel radio wave. Then a level measurement part 13 measures the receiving levels for each channel. A distance detection part 15 detects the moved distance of a measuring vehicle. When the vehicle moves by a prescribed distance, a center value arithmetic part 14 calculates the center value of the measured receiving level for each base station ID. A selection part 17 selects a prescribed number of center values and their base station IDs in the order of larger center value. Then a line-type allocation part 18 allocates the different line types to the selected base station ID and displays the center value of these base station ID on the same two-dimensional graph, where the center value and the moved distance are defined as two axes.
