PROBLEM TO BE SOLVED: To improve the 'accurateness' of block matching. SOLUTION: A matching similarity operating part 14 and a matching intensity operating part 15 are provided, and matching similarity between a remarked block and ambient blocks and matching intensity that is a degree of matching value change to the change of a cutting position of a block from an image which is an object to be compared are calculated. They are taken into consideration when the weight to the ambient blocks are calculated, the weight is made small when the matching intensity of the ambient blocks is strong and the weight is made large when the matching intensity of them is conversely weak. |
