PROBLEM TO BE SOLVED: To provide a system and a method for transmitting pay broadcast with which convenience for a user to approve charging is improved by transmitting a preview image for providing more sufficient contents on the side of information provision when selecting any video data to be viewed by the user. SOLUTION: Corresponding to the viewing request of video data from the user, a data transmission station 101 reads required information out of a video data storage part 205 and generates a video stream for preview through a stream data generating part 204. In that case, the preview image stream is not prepared from the relevant video data but generated by partially selecting information just required for preview out of a video data storage part 205 while referring to the information of index information storage part 206 and transmitted to a viewing terminal. Thus, the user can grasp the summery of the entire video although partial. Namely, the user can approve charging after video data contents are sufficiently confirmed. |
