<p>A belt tensioner (10) of the Zed type with a base member (24), a pivot-arm (28), a pivot-pin (22), a pulley (12) attached to the pivot-arm (28), a torsional spring (26) attached between the base member (24) and pulley (12), and wherein the base member (24) has a "tube pan" shape with a cantilevered inner wall (32) that supports the pivot-pin (22), a cantilevered outer wall (36), and a bottom wall (38) interconnecting the inner and outer walls and oriented with the bottom wall (38) juxtaposed the pivot-arm (28). Optionally, the spring (26) connected to a damping mechanism (94,96,98) that generates a reaction force in generally the same direction as a belt force or hub load.
